WINNIPEG – A church minister near Steinbach has been ticketed again.

Tobias Tissen at the Church of God Restoration has been issued another fine, this time for speaking at a rally last month.

This is at least his third citation for breaking public health orders. Prior to this, he was handed two $1,300 tickets for attending an in-person church service and an anti-mask rally.

Tissen says it’s not possible to fine him into not exercising his religious freedoms.
